Typically a bald head means cleanly shaven down to the scalp.
However, having stubble can be considered bald too…depending on whom you ask. You will find more women with stubble than men.
Electric clippers typically are more convenient to use, do not cause nicks and cause less irritation to sensitive skin than a blade. For those looking for a close clean shave, electric clippers don’t fill their needs.
Using electric clippers and shaving against the grain will result in a close shave, but not a clean shave.
Being that electric clippers do not give a clean shave and leave noticeable stubble on the top of the head, they also provide the option of styling the hair with fading, parts and lines.
A good set of clippers can typically start at $80(USD) or more, but are well worth the price.
